The reason for the introduction of this regulation is that the Nigerian local customs believes that this can achieve rapid customs scanning inspection machine, and avoid inspection trouble!
Shipping companies have issued notices to advise all shippers to keep close contact with their consignees in Nigeria and load the goods according to the instructions of the consignees. Shippers and consignees may face sanctions, including penalties or being required to re export the goods, if they are not palletized after January 1, 2018.

3. Goods with 2 feet of space left on the inner wall for inspection inside the container.
